BIOGRAPHY |

|
Prior to his appointment to the bench in 2003,
Judge Walter was a partner with the law firm of Sebaly, Shillito & Dyer in Dayton
and headed the firm’s bankruptcy and commercial law group. His primary practice
was in chapter 11 reorganization cases representing both creditors and debtors.

|
|
Judge Walter received his bachelor’s degree with
honors from the University of Kansas in 1972, his master’s degree from the University
of Michigan in 1973, and his law degree from the University of Cincinnati in 1986.
He is an active member of the American Bankruptcy Institute, the National Conference
of Bankruptcy Judges, and the American Bankruptcy Law Forum and is nationally certified
by the American Board of Certification as a business bankruptcy specialist.

He currently chairs the NCBJ Web Site Committee and
serves as web master for NCBJ.com. In addition, he serves on two advisory bodies
under the auspices of the Administrative Office of the U.S. Courts: the Information
Technology Advisory Council and the Steering Committee for the Next Generation of
Bankruptcy CM/ECF. He is also a contributing editor to Norton Bankruptcy Law and
Practice, 3rd Ed. (2008-13 Vols.) and chairs the Southern District of Ohio’s Local
Rules Committee.
