Prior to his appointment to the bench in 2003, he was a partner with the law firm of Sebaly, Shillito & Dyer in Dayton and headed the firm’s bankruptcy and commercial law group. His primary practice was in chapter 11 reorganization cases representing both creditors and debtors.

|
|
|
Judge Walter received his bachelor’s degree with honors from the University of Kansas in 1972, his master’s degree from the University of Michigan in 1973, and his law degree from the University of Cincinnati in 1986. He is a member of the American Bankruptcy Institute, the National Conference of Bankruptcy Judges, and the American Bankruptcy Law Forum and is nationally certified by the American Board of Certification as a business bankruptcy specialist.

He served as web master for NCBJ.com for many years and currently chairs the Technology Committee of the National Conference of Bankruptcy Judges. In addition, he has been active with national court technology advisory groups including the Information Technology Advisory Council and the Steering Committee for the Next Generation of Bankruptcy CM/ECF. He is also on the faculty of the Advanced Consumer Bankruptcy Practice Institute, is a contributing editor to Norton Bankruptcy Law and Practice, 3rd Ed. (2008-13 Vols.), and serves on the Southern District of Ohio’s Local Rules Committee.
