Multifactor Authentication for CM/ECF and PACER

The Administrative Office of the United States Courts is implementing multifactor authentication (MFA) to enhance system security for CM/ECF and PACER. MFA provides an added layer of security to accounts by helping protect against cyberattacks that steal passwords, significantly reducing the risk of unauthorized access. All users may voluntarily enroll beginning May 11, 2025.

CM/ECF Users

Users with filing and all other types of CM/ECF-level access will be required to enroll in MFA by December 31, 2025, to maintain system access; however, some users may be randomly selected for enrollment beginning in August. Users with CM/ECF-level access are encouraged to enroll in MFA at their earliest convenience to preserve uninterrupted access.

If using third-party software for filing, users should ensure MFA is supported by that software before enrolling to avoid any disruption in their business processes.

PACER-Only Users

MFA enrollment is optional for users with PACER-only access; however, it is strongly recommended that they take advantage of this security feature.
